Information is a necessity for the interests of government, economy, social culture, as well defense and security in era industrial revolution 4.0. Since 1976, Indonesian government has been working on developing satellite communication system starting with Palapa A1 Satellite, followed by its subsequent generations. However, this limitations, particularly providing coverage to rural areas Indonesia. To address issue, started procurement Wahana Dirgantara Super or High-Altitude Platform Station (HAPS) HAPS are stations positioned at altitudes 20 50 km above Earth's surface. Given Indonesia's geographical location, seen most suitable solution it utilizes non-ground terrestrial technology improve information areas. location which might trigger new issues, regard state sovereignty disruption flight traffic. An important property of high altitude platform station (HAPS) Universal Mobile Telecommunications Systems (UMTS) is that unlike terrestrial tower based systems. interference is dependent on the antenna characteristics of HAPS rather than the terrain features (i.e., shadowing) in the service area. In this paper. we exploit this unique HAPS property to propose simple and effective adaptive softe...
